The Bulgarian municipalities of Bourgas, Varna and Dobrich and Norwegian municipalities in Sør-Østerdal and Arendal are participating in the project. To demonstrate the use of energy efficiency measures and renewable energy, a pilot building will be refurbished in each of the three participating Bulgarian cities.
