Cost-optimality cannot be understood in isolation. It is only one issue among several interconnected factors and externalities that affect the overall cost-effectiveness of the EPBD. An integrated and coordinated policy approach is needed to overcome barriers and market distortions that hold back the potential of building energy efficiency to deliver the CO2 savings needed to address climate change cost-effectively.
