The 2016 Commission’s winter package – What are the plans for increasing the building renovation rate?

The Commission’s Communication “Clean Energy for all Europeans” (also called the winter package) refers to the proposed amendment of the Energy Performance of Buildings Directive. Here it is suggested that the Member States shall set up a long-term building renovation strategy with a specific milestone for 2030 on the way to decarbonise their national building stock by 2050. Investments into building renovation shall be encouraged and facilitated by specific demonstration projects, a reduction of the risks for investors and the private sector and by the use of public money to leverage private sector investment. Financial incentives for the renovation of buildings shall be linked to the energy savings achieved due to the renovation (compared by issued energy performance certificates before and after the renovation). Additionally the public accounting rules on the market for energy performance contracting are analysed and an updated guidance will be presented before late spring 2017.
