The Intelligent Energy-Europe is a programme launched by the European Commission in 2003 as a means of supporting the energy efficiency and renewable energy policies which bring the EU closer to its 2020 targets.   The IEE programme is composed of three different financing streams:

The European Investment Bank (EIB) has launched a public consultation as part of the review of its energy sector lending policy, open until the end of the year. The review process is expected to be finalised in summer 2013.Chaired by Cheryl Fisher, the new Director of Energy Department of ‘Europe’s Bank’ hosted an open workshop in Brussels on the 7th of December to hear first-hand views from stakeholders. The EIB delegation was not limited to the speakers but totalled about 15 experts from the bank working in all energy departments.

On 22 November 2012, the commitment of €800m for education, sustainable development and renewable energy was announced by the Aquitaine Region and the European Investment Bank (EIB), following a signing ceremony held at the Aquitaine Regional Council presided over by Alain Rousset, President of the Aquitaine Regional Council, and Philippe de Fontaine Vive, EIB Vice-President.

This loan concerns the thermal rehabilitation of 94 high rise residential buildings in Sector 4 of Bucharest from 2012 to 2013, with the goal of reducing their energy consumption by around 50%. This project is part of a bigger programme undertaken by the Municipality of Sector 4 of Bucharest and the EIB loan is the third given to a Sector Municipality, after two similar loans to Sectors 1 and 6 of Bucharest You can find the original press release here.

Plans to establish a citywide energy services company to spearhead renewable energy and energy efficiency projects worth up to £140 million and helping to create up 1,000 jobs were launched. The ELENA technical assistance facility has been established by the European Commission and the European Investment Bank and is financed through the Intelligent Energy-Europe programme (IEE II). European Energy Commissioner Günther Oettinger said: "This is an example of how an idea presented during last year’s Covenant of Mayors Ceremony is now a reality and having an impact on the ground. ELENA is a chance for cities and regions to help themselves by implementing Sustainable Energy Action Plans that create jobs, and at the same time help Europe as a whole meet its climate goals. After the strong response from cities and regions, we intend to double available ELENA funding to EUR 30 million.”
