By starting local and scaling up, data can be the greatest ally of Europe’s upcoming renovation wave, writes Cristina Gamboa.   The COVID-19 wake-up call has shifted EU sustainability policy from ambition to action. We have seen decision-makers strive for recovery packages that can both deliver on climate goals and rescue turbulent economies. The EU had already set much of this in motion with its Green Deal and target-based climate law.

To reduce emissions by at least 55% in 2030 and build the foundations for a climate neutral Europe by 2050, the Renovation Wave aims to renovate 35 million inefficient buildings by 2030.   85-95% of buildings in the EU are expected to still be standing in 2050. Renovating them is essential to reducing emissions and energy use.

Within the eCentral project, which aims to enhance the energy efficiency of public buildings by supporting public authorities to define efficient renovation measures and financial instruments, a survey on these topics has been launced in order to understand the level of knowledge of these instruments from public administrations (e.g. owners) and from practitioners.

The building, designed by Ruben Muedra and developed by IDAI NATURE as their new headquarters, won the BUILD Sustainable Building "Excellence Award for Sustainable Architectural Design".   It has been completed in 2018 and it is located in the town of La Pobla de Vallbona in Valencia, where the main challenge was to meet the limiting cooling demands required for Passivhaus certification, in a warm climate and in a high internal gain building.

Concept:   Greening investments is a top priority for the EU, which requires financial advisers to consider the environmental objectives of their clients and beneficiaries.   However, energy efficiency (EE) and sustainable energy (SE) investments face a finance gap. The EU-funded LEVEL EEI project will make these EE and SE products more competitive. It will conduct behavioural science field experiments to assess end users’ demands for environmental products.

On September 16, the president of the European Commission Ursula von der Leyen pushed everybody's energy efficiency hopes a little further: she increased the emission reduction target from 40 to 55% in a laudable attempt to turn the European continent into the leader of the new circular economy.   Those of us who work in the energy efficiency sector are celebrating this sign of a long-term commitment; at last! What's more, the necessary resources are available to EU member countries.

Concept:   One of the principal challenges to increasing energy efficiency investments (EEI) is the lack of statistical data on the actual energy and costs savings achieved with them. Data is still hard to access because it is decentralized and in different formats.   Consequently, only a small part of this can be used to produce reliable empirical evidence on the performance of the EEI.

Concept:   The ultimate goal of the REFINE-project is to contribute to the supply of sufficient and attractive financing sources for investments into energy savings and related measures.   This will be achieved through enhancement and mainstreaming of refinancing schemes for energy efficiency services (EES) which are understood as important amplifier of market growth.
