Energy poverty, or fuel poverty, is often defined as a situation where low-income households are not able to adequately provide basic energy services in their homes and for their transport at affordable cost. A widely used criterion is to consider a household in fuel poverty when it spends more than 10% of its income on energy. But there is no consensus on a unique and explicit definition of the phenomenon as it is complex and has different causes and effects (temperature feelings, restriction behaviour…).

Citizens Energy Communities are becoming increasingly popular at policy level and in society generally, for environmental, economic and social reasons. Each community may have one or more of a range of objectives and activities. For example, raising environmental and energy awareness from a social and/or economic perspective may result in an education program; or a desire to be self-supporting, or less reliant on energy suppliers, may lead a community to explore Distributed Energy Resources (DERs).

Within the Covenant of Mayors Investment Forum, the Berliner Energieagentur together with the European Commission award the prizes, in three different categories, to outstanding European projects and institutions in the field of energy services. This evaluation report, the first of its kind in Albania, uses the concept of energy poverty and follows the same line concerning the challenge of meeting citizens’ continuing demand for more electricity or other forms of energy for their life activities.
