The goal of the workshop was to generate a discussion about the political and legal framework of the EU’s energy efficiency policy, including the directive proposal of the EU Commission. The proposal’s potential effects on current energy efficiency measures in Member States were analyzed. Additionally, experiences with the implementation of energy efficiency policies and measures by Members States and by the private sector were elaborated and exchanged, including presentations about successful implementation of energy saving obligations and energy saving contracting schemes.

The aim of the award which is initiated by Berliner Energieagentur is to show the increasing importance of private Energy Service Companies (ESCO) in reaching climate protection and energy efficiency targets. The Media Award honours the performance of engaged journalists who popularise and illustrate the subject of energy services to the large public and specialized audience and, hence, contributed to its stronger dissemination.

The EU wishes to better tap the possibilities and potentials of energy services in the future and has therefore brought to life the European Energy Service Initiative in 2009. Considering the depletion of non-renewable resources and global climate change, new solutions for energy supply become increasingly important. Energy service companies (ESCOs) in Europe are already showing that energy efficiency and profitability do not contravene. Innovative Energy Performance Contracts can reduce energy consumption of buildings by 25 percent and more.

Local and regional capacity-building will be achieved through national
online-help desks, frequent training events for local authorities,
companies, and multipliers, as well as consultancy for applying and
advancing EPC-standard procedures and instruments in concrete pilot
projects. The promotional campaign will imply the integration of EPC
issues in national trade fairs and the high-profile annual awarding
events of the “European Energy Service Award”.
