Buildings with EPCs registered   While it is not compulsory under the EPBD to set up a central/regional EPC register, almost all Member States have moved further than the obligations and set up a system to collect EPC data voluntarily. In 11 out of 28 Member States, in order to issue an EPC, this must be uploaded to the central database to be officially approved (BPIE, 2014).

Currently, buildings account for 40% of total energy consumption and around 75% of them are energy inefficient, with an annual renovating rate around 0.4-1.2%. EU has established legislative frameworks as EPBD (directive 2010/31/EU and update) and EED (2012/27/EU) in order to increase the energy performance of the buildings and has required the nearly zero energy building (nZEB) target for public buildings starting from January 2019.

Energy Performance Certificate (EPCs) are one of the best available sources of information on Europe’s building stock, and if improved, can support the launch of a Renovation Wave in Europe.   The EPC is one of the EU’s main existing instruments to facilitate the long-term decarbonisation of the building stock; however, to exploit its full potential, we need to overcome some hurdles, such as inadequate data gathering, lack of compliance, low reliability, different definitions and calculation methods.

At the same time, people spending 60-90% of their life in indoor environments (homes, offices, schools, etc.), indoor air quality is essential in ensuring health, quality of life and performance of buildings’ occupants.

The webinar aims at providing a summary of the essential aspects that should be taken into account when replicating iBRoad across Europe. Deliberate efforts are required to scale up the concept into a widely accepted instrument, to benefit more people while at the same time anchoring renovation policies and programmes to a long-term perspective.
