The European Directive on the Energy Performance of Buildings (EPBD) requires that Member States set up a certification, with an Energy Performance Certificate (EPC). Member States must also establish an independent control system for the EPCs (Art. 18), as well as effective, proportionate and dissuasive sanctions in case of non-compliance (Art. 27). A draft source book has been published from the QUALICHeCK project. It provides suggestions for a more effective compliance of the EPCs with the national or regional legislations.

Building’s Energy Performance Certificates (EPCs) are expected to correctly inform prospective buyers and tenants, to encourage them to invest in energy efficiency in buildings. Progressively, this should lead to a positive relationship between a property's energy rating and its market value.

This report has been developed with two independent investigations: a survey market analysis among real estate agents  an assessment of a regression study on EPC price surpluses   Therefore, conclusions have been made in these two areas. First area: the results of the real estate agent`s survey provides significant recommendations on how to increase the impact of EPCs on property values and how to overcome obstacles in the wider use of EPCs across the EU.

Building renovation passports are a perfect tool to reach the EU climate goals, leading to better buildings performance and more comfortable homes.
