Just when the release of the Energy Efficiency Package has been postponed, the Buildings Performance Institute Europe (BPIE) provides an insightful research on building renovation passports, an evolution of Energy Performance Certificates. Building renovation passports are a perfect tool to reach the EU climate goals, leading to better buildings performance and more comfortable homes.

The primary aim of this report is to assess whether energy efficiency is capitalised upon in the housing market of selected European countries. The affirmative case would result in a price surplus due to energy efficiency for sale and rental transactions. The energy efficiency rating given in Energy Performance Certificates (EPCs) is used as a proxy for the energy efficiency of a dwelling. This enables a hedonic analysis to be carried out to estimate the willingness-to-pay for energy efficiency.

This report, based on the results of the QUALICHeCK project,  confirms that, although a number of measures have been implemented to drive the market towards Nearly Zero-Energy Buildings, the concern for the compliance of Energy Performance Certificates (EPCs) -in line with the Energy Performance of Buildings Directive (Directive 2010/31/EU)- and building works has been superficial in many Member States.
