The construction sector is an industry that consumes substantial amount of material sources and energy and produces significant volume of waste.   It nevertheless also carries innovation: digital product passports and building certificates are being introduced; Building Information Modelling (BIM) is applied into big public procurement projects, 3D printing emerges as a feasible construction technology, and the industry considers robotization and automation as a huge labour productivity boost.

In 2019, 6.9% of the EU population said in an EU-wide survey that they could not afford to heat their home sufficiently.   Energy poverty represents a problem all over Europe, and is particularly high in the East, South, South-Eastern and Baltic regions of Europe, where GDP per capita often falls below the EU average.

re-MODULEES is a project funded under the EU's Horizon 2020 programme, having as an overall aim the creation of the EU-wide retrofit market activation framework in the residential building sector, supported by digital and physical Renovation Hubs at the member state and EU level.   The re-MODULEES project officially started on 1 November 2020, and its kick-off meeting took place on 4 & 5 November.

On 25 January 2021, the QualDeEPC project held its EU-level expert workshop: Next-generation Energy Performance Certificates and Deep Renovation to discuss with important EU stakeholders the proposals developed in the Green paper on good practice in EPC assessment, certification, and use.

To achieve its 2050 climate neutrality objective, the European Union must accelerate greenhouse gas (GHG) emission reduction in this decade. The building sector can be a central pillar of this effort and can make a significant contribution to a strengthened 2030 greenhouse gas reduction target.   Increasing actions and investment to accelerate building renovations will also lead to sustaining a green economic recovery from the coronavirus pandemic and improving living conditions for Europeans.
