SBEM was developed by BRE, on behalf of the UK government, as the default energy calculation tool for non-domestic buildings under the EPBD National Calculation Methodology. It is used a) in demonstrating compliance with minimum performance standards under building regulations, b) for calculating an asset rating as an Energy Performance Certificate (EPC), c) as a policy support tool under, for example, the Energy Efficiency Directive. It is currently used in all countries of the United Kingdom, and in Ireland, Cyprus, Malta and Gibraltar.
