Fans that fall within the scope of the measurement include fans of power range 125 W to 500 kW. Fans that fall outside the scope are:    Fans designed to operate with an electric motor below 125 W but driven by a motor above 125 W primarily serving other functionalities.    Fans for vacuum cleaners (the 8000rpm criterion). These will be covered by future ecodesign measures.Tier 1 will not be applicable to household appliances integrating fans (see Article 3 and 2 (point 19).

Examples of products covered are:    boiler space heaters    cogeneration space heaters    heat pump space heaters    boiler combination heaters    heat pump combination heatersThe draft ecodesign requirements would be introduced gradually two and four years after entry into force of the regulation. The standards vary according to different boiler types.

The covered standalone circulators are mainly used for the circulation of water in heater applications in buildings. From 2015 the requirements also cover boiler-integrated circulators that form an integral part of a boiler.The measure applies an "energy efficiency index" (EEI), which is the ratio between annual consumption of the appliance and a standard consumption of a typical similar model. The regulation will only allow high-efficiency (“intelligent”) circulators, i.e. circulators that can adjust their speed according to their need.

Energy use and environment.The EU Ecodesign Directive establishes a framework under which manufacturers of energy-using products are obliged to reduce the energy consumption and other negative environmental impacts occurring throughout the product life cycle. A revised Directive extends the scope of the existing Directive by covering in principle all energy-related products.
