The EU – GCC Clean Energy Network aims to respond to the common interests of stakeholders active in the field of clean energy, both in the Cooperation Council for the Arab States of the Gulf (Gulf Cooperation Council - GCC) and the European Union (EU). It provides networking and fostering of partnership between EU and GCC institutions.

Currently, USA, Canada, Australia, New Zealand and Great Britain have adopted systems for energy rating of the fenestration products. Among them, only Australia and New Zealand have taken into account the cooling performance. Finland has launched a pilot program for energy rating window products, while Denmark has developed a labeling scheme for glazing components.

The thermal and optical behavior of a fenestration system can be described with the following parameters: • Thermal transmittance coefficient or heat transfer coefficient (U-value), • Solar transmittance coefficient or solar heat gain coefficient (g value) - Shading coefficient (SC) • Visual transmittance ( v ). These parameters apply both for glazing and windows.

This paper summarises a selection of some of the most common or most critical discussions and barriers for implementation of the EPBD and the solutions taken to resolve those in individual MS. The study is restricted to a specific set of such barriers or discussion points, since the actual list of issues in question may in fact have been quite long. The investigated issues concern: › How countries are handling certification in the case of apartment buildings › Whether control systems are taken into account in the standard calculation methods
