On July 5, 2013, the Federal Council sent the draft of the amendment of the energy saving decree (EnEV) back to the technical committees. Thus, the earliest the EnEV can be approved is in the autumn within the new meeting period which starts in September, 2013. The actual draft of the amendment of the EnEV can be found here (in German).

More than 5 mio. inhabitants live in housing developments (settlements with more than 1000 dwelling units) in Germany. This means that 7.5 percent of all dwelling units are located in this type of settlement. The main task for the housing societies and other kind of owners was to save energy and heating costs and at the same time to improve the living quality in the often neglected large housing developments.
