Energy efficiency regulations for buildings often focus solely on operational and thermal energy demands. Increasing a building׳s thermal energy efficiency is most often undertaken by increasing insulation thickness and installing high performance windows. These measures can result in a significant increase in embodied energy which is currently not considered in the majority of existing building energy regulations.

On 8 April 2016, the American Society of Heating, Refrigerating, and Air-Conditioning Engineers (ASHRAE) announced that changes to the purpose and scope that reflect advances in green buildings over the last 10 years are proposed for the high performance building Standard 189.1, Standard for the Design of High Performance Green Buildings, from ASHRAE, the International Code Council (ICC), the U.S. Green Building Council (USGBC) and the Illuminating Engineering Society (IES).

On 12 April 2016, the American Society of Heating, Refrigerating, and Air-Conditioning Engineers (ASHRAE) announced that a draft standard describing a methodology to apply building energy modelling to the design process is open for industry input.   ASHRAE Standard 209P, Energy Simulation Aided Design for Buildings Except Low-Rise Residential Buildings, defines the minimum requirements for providing energy design assistance using building energy simulation and analysis.
