R2CITIES aims to develop and demonstrate an open and easily replicable strategy for designing, constructing, and managing large scale district renovation projects for achieving nearly zero-energy cities. The Building Technical Regulation shall be applied for assessment of energy efficiency of heated residential and non-residential buildings and for certification of the energy performance of buildings. The Regulation was first published December 20, 2005 and was last amended in August 21, 2012 by the Ministry of Environment of the Republic of Lithuania.

This database will allow users to access energy performance data and perform statistical analyses on more than 60,000 commercial and residential buildings across the country, and new records are being added regularly. The database includes buildings' location; age; size and function; electricity and fuel consumption; equipment information and operational characteristics. The data can also be used to compare performance trends among similar buildings, identify and prioritize cost-saving energy efficiency improvements, and assess the range of likely savings from these improvements.

Construction characteristics    Short terraced blocks of between 3 and 5 houses with solid walled construction; all with three bedrooms on two floor levels and with approximately 72m2 total floor area. Roofs are sloping and of timber structure with a ceramic tile or slate finish. There are solid concrete floors.
