Energy Ministers of the 28 countries of the European Union met on 8 June 2015 in Luxemburg and discussed the Energy Union strategy. The Ministers stated that the goal of the EU’s plans for Energy Union must be to provide consumers with affordable, safe, competitive, secure and sustainable energy, emphasising that building a consumer-orientated Energy Union can be achieved by creating a flexible European market for energy that ensures transparent pricing and maximises competition.

On 18 May 2015, Vice-President Šefčovič, at the request of Commission President Jean-Claude Juncker, launched an Energy Union Tour to engage in an intensive dialogue with governments, national parliaments and the European Parliament, as well as relevant stakeholders, including social partners, representatives of the business community and Non Governmental Organisations (NGOs).
