Project background In 1995 a new urban planning instrument called “development measure” (Entwicklungsmassnahme) was used for the first time by the city of Stuttgart. Trustees of the city bought a property that was formerly used as housing areas by the US army. The city then added the necessary technical and social infrastructure and resold the ground to several private investors.
