The goal of the Quantum project is to develop and demonstrate pragmatic services and appropriate tools with high replication potential supporting quality management (QM) for building performance in the design, construction, commissioning and operation phase as a means to close the gap between predicted and actual energy performance in European buildings.   This project will apply three innovative ICT‑driven tools to enable effective quality management in all relevant services within the building life cycle.

Commissioning of a boiler room is the process of assuring that all systems and components are designed, installed, tested, operated and maintained so that the awaited performance is reached. This tool by Cegibat, the information center of the French gas distribution company GRDF (Gaz réseau distribution France), includes a check list of the unitary operations for the commission of a boiler room. It can be used to ensure the traceability of commissioning. The tool also includes practical guidance for testing and adjusting the installation.
