This document reports the results of a study on how the improved energy performance of social housing has an impact on the jobs and the skill needs of the employees of social housing companies in France. A survey showed that the employees of the two investigated social housing companies do not see their job fundamentally changed, and that they identify no crucial missing skill, as they have already been trained on low-energy buildings. Nevertheless, more time and explanations are needed towards low-energy building occupants.

An analysis of the outcomes of the national dialogue in 26 countries between the competent authorities implementing the Energy Performance of Buildings Directive represented in the Concerted Action EPBD and the BUILD UP Skills consortia working on improving the skills and qualifications of buildings workers.

Concerted Action EPBD and BUILD UP Skills joined forces and engaged in national dialogue in order to identify and highlight priority measures, both from the regulatory and the skills development perspective, for the transition faced by the building sector towards NZEB. The analysis of the outcomes of the national dialogue in 26 countries is presented in a full and a summary report available at the CA EPBD website.

The analysis will serve as the basis for broad discussions with public and private stakeholders about current gaps, future needs and priorities. The discussions will lead to the elaboration and endorsement of a national roadmap of priority measures to up-skill the qualification of craftsmen, other on-site workers and system installers of buildings. The identified measures aim at supporting the construction of Nearly Zero Energy Buildings (NZEB) from 2020 onwards.
