Energy sources, district heating / cooling, cogeneration

The Commission is in the process of updating some of the content on this website in light of the withdrawal of the United Kingdom from the European Union. If the site contains content that does not yet reflect the withdrawal of the United Kingdom, it is unintentional and will be addressed.

The obligations on municipalities and cities around the world to lower their CO2 and to increase their energy efficiency while still maintaining reliability are increasingly pressing; however, district energy is proving to be a solution to this thorny dilemma. District energy can play a key role in building smart, self-sustainable cities. Urban areas are home to the majority of the world’s citizens, meaning that the fight against climate change will be either won or lost in cities.

The Effinergie association was created in May 2006 to promote low energy buildings in France. The initiative was taken by regional authorities, and particularly the Alsace, Franche-Comté, Languedoc-Roussillon and Rhône-Alpes regions. The objectives are to combine and optimize implementation of regional approaches, and to federate construction professionals and local communities.

The energy efficient retrofit concept is based on a reduction of the primary energy need to a third of the German requirements for new buildings and on the environmental friendly supply of the remaining need including the neutralisation of the CO2 emissions. The main goal is to have an CO2 emission neutral building. High performance windows, an integrated insulation system with good airtightness and nearly no thermal bridges, mechanical ventilation with high heat recovery rates, user-dependent lighting and heating are measures to reduce the needs.
