Local and regional support from EU for renewable Energy - What to do? How to do it?

The workshop will focus on solutions to the challenges faced by Managing Authorities, which must deliver green growth and more jobs by financing and implementing renewable energy projects. 

The workshop will begin with keynote presentations by Mrs Marie Donnelly Director DG Energy, and by by the Regional Policy Directorate-General (DG REGIO), focussing on EU plans for the next Multiannual Financial Framework (MFF) and on the 2009 Renewable Energy Sources (RES) Directive, 2020 Energy strategy, Energy Roadmap 2050, and the RES Strategy post-2020 (published on 6 June 2012). 

The Commission presentations will be followed by presentations from market actors on concrete examples of specific initiatives taken at local and regional levels, with support from the Intelligent Energy Europe programme. The examples of RES projects with high added values in terms of growth and jobs will include (i) the implementation of local and regional policies for reducing costs through the simplification of administrative procedures, and (ii) the mobilisation of investment funding through the bundling of small projects to achieve economies of scale and reductions of the risks perceived by investors. The importance of visible public sector commitments, such as through the Covenant of Mayors and the establishment of local Sustainable Energy Action Plans will also be highlighted. 

Time will be set aside for debate between the participating Country Programme Framework CPF Managing Authorities, and the experienced market actors, financiers and investors, with a view to achieving the most efficient use of the MFF 2014-2020 cohesion policy funding allocated to Renewable Energy.

This workshop is an excellent opportunity for local and regional decision makers and Managing Authorities to explore which kinds of renewable energy projects to address and how to optimise the use of their Structural Funds.
