The Executive Committee of the International Energy Agency Energy in Buildings and Communities (IEA EBC) programme approved the IEA EBC Annex 68: “Indoor Air quality Design and Control in Low Energy Residential Buildings” in November 2015. This annex has a four year working and reporting phase. The project is investigating how to ensure that future low energy buildings are able both to improve their energy performance and to provide comfortable and healthy indoor environments.

Building automation has a key role to play in the implementation of nearly zero-energy buildings (nZEB). Building automation is the connector of all the single requirements for nZEB, such as a well-insulated and airtight building shell, efficient HVAC system and a high share of renewable energy. This slide presentation from Siemens shows that different approaches are required to improve building energy efficiency according to the type of building. It emphasizes the need to focus more on non-residential buildings, which represent only 15-17% but account for more than 40% of energy consumption, therefore enabling fast penetration of building stock.

The Energy Efficiency Act of the Republic of Bulgaria was promulgated in SG No. 24/12.03.2013, and came into force on 12 March 2013. The new Energy Efficiency Act introduces the recast EPBD (Directive 2010/31/EC). It introduces obligations to owners of public service buildings with a built-up area of over 500 m2 which they must implement by March 2013. The same requirements have to be applied to all public service buildings with a built-up area of over 250 m2 by 9 July 2015.
