Dear members,The project to prepare the second generation of CEN standards, to support the recast EPBD, started a few months ago on the basis of a new mandate from the European Commission to CEN (M/480).Because of the wide interest in this project we, the community facilitators in consultation with the BUILDUP management team, have decided for the coming years to focus the information exchange in the community “EPBD calculation procedures” on the activities in this project.As a first step we adapted the title and description of the community to the new focus.

The report recommends and advocates the use of a regularly updated operations and maintenance manual for building occupiers, strengthened Building Regulations, smart metering, and providing building trade professionals with appropriate training and skills for reaching energy saving targets.

Among the recommendations are the need to move to lifecycle assessments of building energy use and emissions, stronger requirements and enforcement of Building Regulations, and designing for earlier connection to the long-term energy source.

Chris Hughes from SEAI summarises in this presentation the current energy performance requirements for buildings in Ireland and the Irish energy efficiency targets. Part of the planned tightenings is that in 2013 Ireland will implement a voluntary carbon neutral framework and in 2016 it will introduce a low energy standard for buildings other than dwellings.
