U values, the measurement of the heat flow through a square metre of a roof, wall, glazing or another building element, have been raised to be 25 per cent more efficient, the Daily Telegraph explained.
For new builds, the news provider noted that the Dwelling Emission Rates, or the actual carbon emission rates, must be 25 per cent better than the Target Emission Rates, the carbon emissions for a series of model dwellings.
In addition, these must be 44 per cent better in 2013.

The toolkit’s assessment tool uses green, yellow, and red as indicators of potential barriers—the more red that shows up in response to survey questions in the toolkit, the more difficult sustainable development may be in a jurisdiction. EPA encourages community leaders to use the results from the assessment to create a six-step action plan to remove barriers—establish priorities, conduct internal and external situation assessments, design, implement, and evaluate.

The 8th and 9th of December a workshop has been organized in Zagreb by the IEE - CENSE project in cooperation with Croatian Ministry of Environmental Protection, Physical Planning and Construction, Directorate for Construction, who is responsible for building regulations.
The objective of the workshop was to exchange on how Croatia could adopt and adapt the EPBD - CEN standards in their building regulation and software.

The objectives of the plan “Bâtiment Grenelle” are:
all new buildings are low consumption in 2012;
all new buildings produce more energy than they consume in 2020;
400 000 dwellings are renovated each year from 2013;
800 000 social housing are renovated by 2020 and
energy renovation of all public buildings is initiated before the end of 2012.
