This study, commissioned and supervised by the European Commission’s (EC) Directorate-General for Energy (DG ENER), provides technical support to investigate the feasibility of introducing optional building renovation passports (BRPs) in the EU. In particular, pursuant to Article 19a of the EPBD, this study evaluates the relevance, feasibility and potential impact of BRPs. This work is carried out in close consultation with stakeholders and in collaboration with leading experts, including IFEU and the Shift Project.

The first stakeholder meeting of the EPBD Article 19a feasibility study will take place in Brussels on 24 June 2019.
The feasibility study is a one-year contract awarded by the European Commission, following Article 19a of EPBD Directive (EU) 2018/844 which amended Directive 2010/31/EU on the energy performance of buildings and Directive 2012/27/EU on energy efficiency.

Two-thirds (65%) of the European building stock was built before 1980: about 97% of the EU’s buildings must be upgraded to achieve the 2050 decarbonisation goal, but only 0.4-1.2% are renovated each year.

Relevance and feasibility of inspection of stand-alone ventilation systems and an optional building renovation passport
Two online surveys have just been launched by the consortium leading, on behalf of the European Commission, a technical study to investigate the possible introduction in Europe of inspections of stand-alone ventilation systems and an optional building renovation passport.

Article 19a of the Energy Performance of Buildings Directive (EPBD) introduces the requirement to perform a feasibility study addressing two issues: the possible introduction of inspections of stand-alone ventilation systems and the possible introduction of an optional building renovation passport. In this scope, DG Energy of the European Commission awarded a contract to perform a technical study to investigate these issues to a consortium led by INIVE and BPIE.
