In this workshop, the European City Facility (EUCF) joins forces with the Covenant of Mayors (CoM) and the H2020 PROSPECT project to discuss the implementation of financing schemes for climate & energy at local and regional level.

PROSPECT aims to encourage the exchange of knowledge and experience on innovative financing schemes used to implement sustainable energy and climate plans, especially within the framework of the Covenant of Mayors.
Through peer mentoring activities and study visits, cities and regions learn how to finance the energy transition from the ones who understand it the most: their peers!

Financing energy efficiency in the public sector took a big step with the Covenant of Mayors Investment Forum. This forum gathered more than 550 representatives from local authorities, industry and financial institutions to discuss the key success factors for financing climate adaptation, clean urban transport and energy efficiency in cities and regions.

The Covenant of Mayors Investment Forum was first launched in 2014. In February 2019 a two-day event was held in which significant achievements and challenges in the evolution of this initiative were reviewed. Over 700 participants gathered for the event and alongside networking spaces, keynote speeches, and panel discussions, 30 research and implementation projects concerning sustainable energy and climate adaptation were presented.

The recently revised EU Renewable Energy Directive recognises heating and cooling as a key sector in accelerating the decarbonisation of the energy system. In order to facilitate the penetration of renewable energy in the heating and cooling sector, each Member State is required to increase the share of renewable energy supplied for heating and cooling by an indicative 1.3 percentage points as a yearly average for the periods of 2021-2025 and 2026-2030.

The objective of this research is to identify a tool of analysis applicable to school buildings that, through simple input information, can make immediate assessment reduction of energy consumption for heating and associated reduction of CO2emission, as a result of improvements. The definition of a methodology of analysis allows to evaluate preliminarily the energy performance of the whole school building identifying the most problematic buildings and dividing into groups based on the construction and geometry.

The call for a new edition of the twinning programme of the European Covenant of Mayors for Climate and Energy is now open. The Covenant twinning programme offers cities, regions and provinces across Europe the opportunity to take part in twinning exchanges that aim to increase local authorities’ capacity and knowledge to mitigate and adapt to climate change.
