By the end of 2019, Member States are required to notify their policies and measures and explain how they add up to meeting the energy savings requirement set out by Article 7, as part of their integrated national energy and climate plans (NECPs). Over the period from 2021 to 2030, the total amount of energy to be saved in the EU under Article 7 equates to more than three times the annual energy consumption of France, meaning that it will be a key contribution to meeting the EU 32.5% energy efficiency target and to reducing greenhouse gas emissions.

The BIMcert project will develop a blended, fully supported suite of Building Information Modelling learning tools, which will allow geographically dispersed construction project teams to use technology to enhance information exchange and collaboration. The project will have a particular focus on testing the BIM approaches to green and passive building design to contribute to the improvement of energy efficiency.

The report introduce AI as a generic term that refers to any machine or algorithm that is capable of observing its environment, learning, and based on the knowledge and experience gained, take intelligent actions or propose decisions. Autonomy of decision processes and interaction with other machines and humans are other dimensions that need to be considered.
