One of the three key objectives of these proposals is to “put energy efficiency first” in the EU’s energy and climate legislations. European policymakers consider energy efficiency to be crucial in reaching the EU’s long-term energy and climate targets.

Over the last 10 years, the importance of energy efficiency in European policy has steadily increased. Today, energy efficiency is a key element on the EU’s political agenda. Policy makers are progressively recognising energy efficiency as a suitable means to address the triple challenge of economic recovery, energy dependency and climate change. Starting in 2006, Energy Efficiency Watch (EEW) projects accompanied this process.
