This report summarises the findings from a survey commissioned by Consumer Focus, the statutory organisation of consumers in the United Kingdom (now named Consumer Futures). A sample of 2,049 persons were questionned face to face in January 2011 about the impact of the Energy Performance Certificates (EPCs) on their decision-making. Consumer Focus asked consumers how information on energy efficiency informs their actions in the property market – before and after buying or renting a home.Results show, at the time of this survey, that :

The Energy Performance Certificate of public buildings must be on physical display in the building itself. Furthermore, all key information of the certificate is available on a central web-based information server. Through this server, it is possible to view the registered consumption of, e.g., heat, electricity and water, as well as the name and ID number of the energy expert who issued the certificate.

The Commission has requested the Netherlands and the United Kingdom to ensure that performance certificates are always provided when a building is sold or rented. Issuing an energy performance certificate is one of the key requirements of the EU energy efficiency in buildings legislation (Directive 2010/31/EU). These infringements concern the incorrect implementation of the requirements for the issuing of Energy Performance Certificates.

For the implementation of the original Energy Performance of Buildings Directive in The Netherlands, a Decree (BEG) and a Regulation (REG) on the energy performance of buildings were published in 2006, which determine that an Energy Performance Certificate (EPC) has to be issued from the 1st of January 2008 onwards, when selling or renting a dwelling or building. The Regulation (REG) was updated in 2009. These publications (BEG and REG) still regulate the conditions on which an EPC is issued.
