Boosting investments on sustainable building renovation is vital for achieving a clean energy transition in Europe. This is particularly true as buildings are responsible for 40% of European primary energy consumption and 36% of CO₂ emissions. The problem is: there is no easy way for cities to access financing, including from the EU.

Financing the energy retrofitting of buildings is a great challenge. With investments ranging from €200 to €1,200 /m² (CITYnvest study, 2015), access to attractive and long-term financing is perceived as the primary barrier to carrying out ambitious energy retrofits, in particular those aiming at achieving 50-75% energy savings.

This toolkit released within the CITYnvest project, is a guide for the launch of a One Stop Shop on energy retrofitting, aimed at public and private actors. The document explains how to start an energy retrofitting project and identifies the main challenges and success factors, based on the experience of RenoWatt - a pilot project launched in Wallonia, Belgium.

This report is the first guidance material produced within the CITYnvest project. The document reviews twenty-four innovative financing and operational models for large-scale retrofits in eleven European countries and explains possible mechanisms and instruments that could be used by municipalities to carry out renovation works in buildings.

Increasing capacities in cities for innovative financing in energy efficiency
CITYnvest project focuses on supporting and replicating successful innovative financing models for energy efficiency renovations in public buildings. These models include Energy Performance Contracting (EPC), Third Party Financing (TPF), revolving funds, cooperatives and others.
