The EC estimates that about 35% of the EU's buildings are over 50 years old, and almost 75% of the building stock is energy inefficient.
At the same time, only 0.4-1.2% of the building stock renovated each year (depending on the country) .

On 23 October 2017, two years after COP21, the European Commission took another concrete step forward in its efforts to stimulate the private financing of energy efficiency, by supporting a market-led initiative to design and deliver a pan-European protocol and portal for financial data on energy efficient mortgages under the Horizon 2020 programme.

Key market players attended the meeting namely as European and international investors, issuers, lenders, property valuers, academics, energy suppliers, buildings experts and SMEs.
