New context specific criteria are developed to describe the formal transposition and practical application of this directive (in 2012).

According to the EPBD recast (Directive 2010/31/EU), this French Order extends the mandatory feasibility study of various energy supply solutions to buildings between 50 and 1000 square meters.This feasability study must be operated prior to filing an application for a building permit by the owner, in order to promote installation of efficient equipment and use of renewable energy sources.New buildings and new parts of existing buildings may be exempt from this requirement if the corresponding building energy regulation imposes the use of renewable energy sources.

According to the EPBD recast (Directive 2010/31/EU), this French bylaw concerns the extension of the mandatory feasibility study of various energy supply solutions to buildings between 50 and 1000 square meters.From 1 January 2014, this feasability study must be operated prior to filing an application for a building permit by the owner, in order to promote installation of efficient equipment and use of renewable energy sources.For new buildings between 50 and 1000 m2, this bylaw limits to 4 the number of variants to be considered in the feasibility study.

This slide presentation from Vaillant describes the Spanish regulation concerning energy and environmental performance of heating systems.It describes how the Spanish Building Code (Código Técnico de la Edificación - CTE) has transposed the EPBD recast, especially for heating systems. The original publication (2007) has been amended in 2013.A specific regulation about heating systems has also been published in 2007 (Reglamento de Instalaciones Térmicas en la Edificación - RITE) and modified in 2013. The changes are presented in detail.

This presentation was given by a European Commission representative (DG Energy) at the EuroACE/GTR Workshop on the Implementation of European Directives - EPBD, EED in July 2013.Concerning the implementation of the EPBD recast (Directive 2010/31/EU), the presentation states that 24 Member States missed the deadline of 9 July 2012 for transposition and that infringement procedures have started.Reports from Member States about the cost-optimality approach were due by 21 March 2013. At the time of the presentation, 18 reports had been received.

This presentation from the Ministry of Economics of the Republic of Latvia offers a detailed overview of the transposition of the EPBD recast in this country (status September 2013).A new law on the Energy Performance of Buildings (LEPB) was adopted on 6 December 2012 and has been in force since 9 January 2013. Different regulations were then published:- regarding independent experts (No.382 of the 9th of July 2013)- regarding calculation of energy performance of buildings (No.348 of the 25th of June 2013)

This slide presentation from BRE (UK) was given at the 3rd Energy Efficiency Coordination Meeting of the Energy Community in Vienna (28 November 2013). The presentation explains how the UK has implemented the cost-optimality approach required by Article 5 of the EPBD recast. Results of a detailed study showed that for new dwellings, current regulations are better than cost-optimal levels, while current regulations for existing dwellings are either at or better than cost-optimal levels.
