This report presents possible measures for improving the renovation investment climate at local level. It includes measures of a more general nature as well as country-specific recommendations. The main objective of this document is to present existing and/or innovative approaches/mechanisms/scenarios for active involvement of stakeholders at public level and to facilitate and stimulate application of such measures in practice.

This work has been done in the framework of the EU-funded project - EmBuild. It involves institutions from Germany, Bulgaria, Croatia, Romania, Serbia, Macedonia, Belgium and Slovenia. It was set up to empower public authorities at local and regional level in order to establish a long-term strategy for mobilising investment in the energy efficient renovation of the public building stock, based on national strategies.

The Decree 2017-918 of the French Government requires the improvement of the energy performance of existing commercial and public buildings. It applies to buildings or parts of buildings belonging to a single owner, for offices, hotels, shops, education and administration, with a useful floor area greater than 2000 m2, with the exception of temporary buildings and some historical buildings.

IEA-EBC Annex 61: Business and Technical Concepts for Deep Energy Retrofit of Public Buildings   The Executive Committee of the International Energy Agency Energy in Buildings and Communities programme (IEA EBC) approved the “IEA- EBC Annex 61: Business and Technical Concepts for Deep Energy Retrofit of Public Buildings” in 2012. The project will run till 2017.

These guidebooks are good examples of learning how to develop and implement three innovative financing schemes that have been tested by 11 European cities and regions.   Although many cities and regions have engaged into the energy transition, financing sustainable energy measures remains a great challenge. Some project investment costs are high, and covering them by using only municipal budget and traditional financing mechanisms is difficult.
