The Energy Efficiency Fund was established on February 18, 2015 by the Ministry of Finance, the Ministry of Energy and Public Investment Development Agency of Lithuania. The Public Investment Development Agency (VIPA) is the manager of the Fund.

The Energy Efficiency Directive places energy savings requirements on EU countries' buildings. This includes making central government buildings more energy efficient and requiring EU countries to establish national plans for renovating overall building stock.
National building renovation strategies
EU countries have drawn up strategies to show how they plan to foster investment into the renovation of residential and commercial buildings. These strategies are part of their National Energy Efficiency Action Plans. They:

”Casa Verde Plus” adds to the renewable energy solutions financed in the basic programme ”Casa Verde” investments in increased energy efficiency, thermal insulation, LED lighting, green roofs and ecological materials.

The international conference “Energy Performance Contracting for Public Buildings” will take place on 15 November 2016 in Esslingen am Neckar, Germany. The evaluation of the German KfW promotion funds for communal non-residential buildings by the Fraunhofer Institute IFAM, showed a significant increase of the investment volume for the years 2011 to 2014. While between 2007 and 2011 in total 625 million € have been spent into the energy efficiency of public non-residential buildings, the years 2011 to 2014 resulted in 1.4 billion € investment. About 608 million € of the investments have been financed by KfW programmes for 1400 objects in total.

Die Evaluierung der KfW-Förderung für kommunale Nichtwohngebäude durch das Fraunhofer Institut IFAM ergab eine deutliche Steigerung des Investitionsvolumens für die Jahre 2011 bis 2014. Während in den Jahren 2007 bis 2011 noch 625 Mio. EUR unter Zuhilfenahme von KfW-Förderung in die Energieeffizienz von öffentlichen Nutzgebäuden investiert wurde, waren es 2011 bis 2014 1,4 Mrd. EUR. 608 Mio. EUR davon wurden über KfW-Programme in insgesamt 1400 geförderten Objekten finanziert.
