Buildings account for around 40% of energy consumption and 36% of CO2 emissions in the European Union. Curtains walls, associated with modern architecture and large office building stock, are often criticized for their limited insulation properties. Existing buildings, including historical ones, are responsible for up to 60% energy losses through the envelope.

The concept of zero energy settlements is relatively new as, until recently, the focus of EU policy was mainly on the building scale.
