In my view, social (especially low income) housing could be an excellent candidate for Third Party Financing: normally great energy saving potential, increased need for improved indoor conditions, but no money to invest. As in many countries's social housing projects the legal entity and the related legal  framework for TPF are already in place, what are the experiences from realised or studied examples? And how to deal with the unstable human factor?

Public housing is a form of housing tenure in which the property is owned by a goverment authority, which may be central or local. Social housing is an umbrella term  referring to rental housing which may be owned and managed by the state, by not-for-profit organizations, or by a combination of the two, usually with the aim of providing affordable housing.
