New programme for the Energy Conservation in Households announced by the Greek Minister of Development

The Greek Minister of Development, Kostas Chatzidakis, gave on 28th of July a press conference to announce a new programme for the conservation of energy in households. The programme includes financial incentives to stimulate retrofitting of energy in households that were built before 1980.

At least 80 percent of buildings in Greece were built before 1980, when the heating insulation regulation came into force. As a result, such buildings have usually very poor energy performance.

The programme announced is a co-operation between the Ministry of Development, the Ministry of Economy and Finance, the Ministry of Environment, Physical Planning and Public Works and the Ministry of Occupation and Social Protection, together with 13 Regional Authorities.

The programme is aimed mainly at middle to lower income neighbourhoods, where house occupants would face greater difficulties in investing in their house infrastructure. The zone price limit for the implementation of the programme has been set at 1.500 Euro/m². Households beneath this limit may apply for a subsidy; households above this limit may receive attractive tax reduction as incentives to implement a series of energy efficient measures like:

- Thermal insulation of the buildings shell and cool paints.

- Installation of insulative window and door frames and double glazing. 

- Replacement of the heating system (either with a more efficient one, or with a natural gas or renewable energy system).

- Installation or replacement of solar boilers for hot water production.

The maximum eligible budget for a building may not exceed 120.000 euro (in case of a group of flats) and the financing ranges from 30-50 % depending on the type of building and measures applied.
