The Higher Education Funding Council for England proposes as a result of a joint consultation with Universities UK and GuildHE targets for reducing carbon emissions at further education institutions. The institutions shall commit to reduce the carbon emissions 34 % by 2020 and 80 % by 2050 compared to 1990 levels. Institutions will be required to develop carbon management plans. The performance in 2011 will be compared to the plans and will be used as a factor in funding allocations.
