Analysis of international best practice in organizing and financing capital repairs and energy efficiency modernizations of multi-family buildings in Central and Eastern Europe

The Ministry of Regional Development of the Russian Federation has been tasked by the Russian government to prepare a new concept for financing capital repairs and energy efficiency improvements in multi-family residential buildings. The European Bank for Reconstruction and Development (EBRD) and the International Finance Corporation (IFC) are providing ongoing support to the Ministry in developing this concept.

The objective of this study is to provide recommendations about formation of the financial and legal mechanism of financing capital repairs and energy efficiency in multi-family buildings in the Russian context on the basis of a comparative analysis of the best practice in financing complex energy-efficient capital repairs.
