Compliance and Control – Overview and Outcomes 2012, Concerted Action EPBD

This report is the result of the work performed in this field under the Concerted Action EPBD in 2011-2012 and describes the state of the art, main accomplishments and barriers across Europe as concerns compliance checking, quality control, enforcement strategies and sanctions for Energy Performance requirements, Energy Performance Certificates and Inspection reports.


The Concerted Action EPBD theme “Compliance and Control” focusses on EPBD recast articles 18 and 27 regarding the implementation of an independent control system for energy performance certificates and inspection reports, and rules on penalties applicable to infringements of the national provisions.


The main objectives of the work performed in this context are to:


  • detect best enforcement strategies and control systems among MS;
  • share success factors as well as smart enforcement strategies for high compliance and high quality;
  • discuss the management of quality control and sanctioning systems;
  • initiate ways in which the results of quality control and sanctions can be fed into the global system of certification, requirement or inspection.
