In order to access the untapped potential of energy savings it is essential for public authorities at regional and local levels to clearly identify and better understand the barriers to energy efficiency investments. Although innovative financing schemes might offer solutions to overcome some of these barriers, their implementation finds itself hindered by obstacles. The comprehension of these issues is crucial to developing and strengthening innovative and best practice methods that promote sustainable and cost-effective financing options. This brochure, released by the European Federation of Agencies and Regions for Energy and the Environment (FEDARENE) has been produced with the aim to contribute to these research efforts.
