The scope of these regulations is to transpose Directive 2010/31/EU of the European Parliament and of the Council on the energy performance of buildings and to give effect to its provisions. The regulations promote the improvement of the energy performance of buildings within the European Union, taking into account outdoor climatic and local conditions, as well as indoor climate requirements and cost-effectiveness. The regulations provide for the necessary legal basis for the establishment, application and enforcement of the provisions required by Directive 2010/31/EU as applied to the Maltese context. They identify and empower specific institutions of Malta in specific areas of action, and describe what systems are to be put in place. Additionally they describe the procedures for enforcement, as well as the fines liable on conviction for non-compliance.
