Monitoring and Verification Platform (MVP) for Energy Efficiency Action Plans

Open Regional Fund for South East Europe - Energy Efficiency is implementing the project under the working title Monitoring and Verification Platform (MVP) in the South East European countries on behalf of the German Ministry for Economic Cooperation and Development (BMZ). Project activities are part of the work program of the Energy Efficiency Coordination Group within Energy Community Secretariat in Vienna (http://www.energy-community.org/). An innovative web platform is under construction in which energy efficiency and CO2 emission reduction plans at different policy levels can be monitored. The platform should serve as the register for implemented projects and will include the following data: energy savings, CO2 emission reduction and costs of the implementation. Energy savings and CO2 emission reduction can be entered directly if these values are known and in case that some data is missing, the Bottom-Up (BU) methodology is used to estimate the energy savings. Bottom-Up methodology was based on the European Commission recommendations and the reference values are estimated for the South East European countries. Although the Web platform was initially designed for monitoring of the implementation of National Energy Efficiency Action Plans (NEEAP) it can be used for monitoring of the Sustainable Energy Action Plan (SEAP) at the city level as well. Web application is flexible in the sense that one may define the administrative structure of the state via Graphical User Interface (GUI) and every policy level can have an arbitrary number of policy plans to be monitored. Expected impact of the project would be the improvement of the information flow between different policy levels (local, county, ..., state) in the field of energy efficiency.
