A new guidebook on "How to develop a Sustainable Energy and Climate Action Plan (SECAP)" has just been released by the European Commission's Joint Research Centre.
Now aligned with the 2030 Covenant of Mayors target, the guidebook has been enriched with information on climate change adaptation, which is one of the three pillars of the movement in Europe.
The guidebook is divided into three parts:
- The SECAP process, step-by-step towards low-carbon and climate-resilient cities by 2030
- Baseline Emission Inventory (BEI) and Risk and Vulnerability Assessment (RVA)
- Policies, key actions, good practices for mitigation and adaptation to climate change and Financing SECAP(s).
