This paper produced in the framework of the European Project ECO-Build delivers a short description of some of the most common forms of energy contracting applied to the buildings sector, as well as some of the benefits. This is followed by a brief description of some of the major obstacles. Finally some ways are given that the EU could follow to help to increase take-up of energy contracting. Energy contracting can be defined as an energy-saving service provided by the contractor to the client und which usually involves an investment. Contracting provides benefits for the client not only through reduced energy consumption but also by providing know-how and funding, or access to funding.

Im Rahmen des ECO-Build EU-Projekts beschäftigte sich die TSB mit Möglichkeiten zur Steigerung der Energieeffizienz des Gebäudebestandes durch Energy Performance Contracting. In einem eigenständigen Papier wurden alle Erkenntnisse zum Thema Energy Contracting sowie zum "Pay As You Save" als mögliches Finanzierungsmodell in einem Papier zusammengefasst. Es bietet einen Überblick über die aktuellen Lage sowie Vorschläge - in erster Linie an die EU, aber auch an andere Akteure gerichtet - um das Potential von Energy Performance Contracting auszuschöpfen.
