Hungary - Pillar I

The project works towards the elaboration & endorsement of a national qualification roadmap to enhance the achievement of the 2020 energy targets through up-to-date education & training schemes for the building workforce. It will be supported by active stakeholder engagement on the measures proposed in the roadmap, organised along two thematic pillars: 1/ Building industry utilizing technologies related to energy efficiency (EE) & renewable energy sources (RES) employing the building workforce (demand) 2/ Education schemes for the building industry workforce including continuing vocational training (offer). To reach the largest range of target groups, the scope of the analysis and roadmap covers the following segments of education & training: 1/Continuing vocational training for workers including on-the-job trainings 2/Initial education as part of the formal school system. The project will be implemented along 4 phases: (1) kick-off: creating the cooperation framework (2) initial phase: analysis & scope of roadmap development, status quo report, mobilisation of stakeholders (3) interim phase: roadmap development & stakeholder engagement (4) final phase for policy endorsement.

TRAINBUD - Pillar II

The aim of the project is to create a voluntary qualification system (quality labelling) based on the participatory strategy and actions of the Sustainable Construction Skill Alliance. It entails:
• On the one hand, reinforcing the up-to-date knowledge and appropriate skill base of construction workforce (especially HVAC skilled workers) in building energetics, energy efficient measures and use of renewable energy in order to become agents for energy efficient improvements of the Hungarian building stock.
• On the other hand, raising the awareness of property and home owners in energy efficiency measures and emphasising the importance of proper examination, assessment and installation of such measures in order to raise the demand for such qualified, skilled workers.

Objectives

•Reduction of greenhouse gas emission by energy efficient improvements and by use of renewable energy sources performed by trained workforce having up-to-date knowledge and skills: 8 054 ton/year within action duration and altogether 370 094 ton until 2020.
•Providing easy to reach, practical trainings for HVAC workers: 1) Additional 60 hours training of skilled workers who already acquired a HVAC qualification accepted in National Qualification Registry; 2) 7 types of 20 hours further training in energy efficiency and in the use of renewable energy in the building sector
•The idea of cost optimum investment becomes more understandable and more easily estimated for home owners and property managers. Providing fundamental information to home owners and condominium managers in energy efficient improvements and in the use of renewable energy, providing extra support in choosing workers and SMEs in the workmanship through events and a separate page on the created webpage
•Sustainable Construction Skills Alliance which builds up long term sustainability and flexibility for the proposed and developed training schemes.
