Latvia - Pillar I

The consortium consisting of 9 participants: 5 regional planning and administration institutions, 1 public commercial institution and 3 professional building associations representing 89 companies and more than 900 construction experts and professionals, have submitted the proposal in order to create preconditions for overcoming barriers and identified skills gaps in the various professions involving low-skilled workers, in order to meet the 2020 targets in the building sector.

Main activities to be provided are as following:

•Analysis of national status quo.

•Identification of stakeholders, promotion of their involvement, and establishment of national qualification platform.

•Elaboration of the national qualification roadmap and the action plan.

•Endorsement of National qualification roadmap and action plan at national, regional and local level.

•Participation in EU exchange activities.

Relevant stakeholders: Ministry of Economy, Ministry of Education and Science, Ministry of Environmental Protection and Regional Development, State Service of Education Quality and vocational schools are already approved their involvement in the action.

FORCE - Pillar II

The project aimed to overcome barriers and identify skills gaps in various construction professions by bringing together education, energy and building industry experts and by establishing an expert group for elaboration of the training programmes. Two continuing education programmes and training materials were elaborated in relation to energy efficient building renovation and nearly zero energy buildings.

Objectives

15 experts' group for elaboration of the training programmes established;2 continuing education programmes and training materials elaborated for provision of training for building industry workforce: 1 for energy efficient engineering systems (2 modules; 160 hours total) and 1 for energy efficient building envelope (3 modules; 240 hours total);Licences issued for two continuing education programmes to at least 6 training institutions;
35 trainers selected and trained to become providers of elaborated training programmes;The continuing education programmes tested, 50 workers trained.
