Lower Energy Use Via an Extraordinary Network (LEUVEN)
The Project Delivery Unit (PDU) will consist of four persons with an administrative, financial and technical background. The PDU will employ two full time working experts and one expert working 50%. These experts will be newly hired for the ELENA LEUVEN project. In addition one person from L2030 will be part of the PDU and will be responsible for quality control. This person will dedicate 20% of his time to the ELENA project. The PDU will take up the management and coordination of the LEUVEN ELENA project. The required technical expertise will be hired externally. Subcontracting will be done according to the public national rules. The PDU will manage contracts and cooperation with external experts.
External expertise will be used and will depend on the stage of the available technical studies. Where possible, requests for external expertise will be shared between several buildings and cover multiple building owners. The expected costs for these external services are estimated at about EUR 1.2m representing an average cost of 1 700 man-days. The average daily rates are expected to be of around EUR 720 which is less than 3 FTE for the total project length.
The investments supported by the ELENA LEUVEN project aim at increasing building energy efficiency, renewable energy generation and renovation of street lighting. The building stock for this project is a combination of residential buildings, educational buildings, offices, buildings used for leisure (culture and sports) and health care. All buildings are spread out on the City of Leuven territory.
The investments will be made mostly by private parties and they will follow their internal competitive procedures to procure the investments. Where public institutions will make the investments, they will follow the public procurement rules.
The total estimated contributions are:
- RE generation – Annual total renewable energy generation by 15.3 GWhth and 3.8 GWhel.
- Energy Efficiency – Annual total savings in the final energy consumption of 12.9 GWhth and 2.4 GWhel
- CO2 reductions – Annual total emission reductions of 7 300 t CO2 eq.
The ELENA support contributes to a significant increase in expenditure in the priority activities of energy efficiency and renewable energies in buildings, street lighting and district heating and thus contributes to implementing regional and national objectives in these sectors.
The market replication potential of the project is significant. It is expected that lessons learnt from carrying out the project in Leuven, using a city wide and cross sector cooperation platform, will allow other Belgium cities and regions as well as other European countries to follow a similar way.
